The purpose of this program is to design one set of autonomous management operation strategy, aimed at environmental pollution testing and vehicle emission testing laboratories. By studying the management system of both domestic and international laboratory accreditation bodies, which conducted accreditation work based on ISO/IEC17025, and gathering experts’ knowledge and experiences from consultation forum, a strategy of autonomous management was proposed. It can be beneficial for government resource to be fully utilized and to raise autonomous management capability of laboratories, and to enforce Taiwan Environmental Laboratory Association function and credibility. There are six main achievements , shown as below： (1)Accomplish collecting and summarizing the management systems of international laboratory accreditation bodies, including twelve foreign accreditation bodies, six foreign authorities, and two European vehicle certification bodies. (2)Accomplish collecting and summarizing the management systems of four domestic authorities, and two certification systems--GMP (Good Manufacturing Practice) and GLP (Good Laboratory Practice). (3)Accomplish a comparison and analysis of management system of both international and domestic accreditation bodies and authorities. (4)Accomplish the evaluation of advantages, disadvantages and risks of management tools for accreditation bodies /authorities and laboratories. (5)Two workshops were held on June 15 and August 11, 2015 separately, and one expert forum was held on July 17, 2015. (6)Six autonomous management strategies were proposed.
